Apply to General Manager - Tier 1 Contractor (Syrian national)

Our client is one of the largest tier one contracting groups in the Gulf region. They have over $10billion on current projects, ranging from airports to 5 star hospitality resorts.

This position is a one of a kind urban regeneration development in Syria. The project has a global stage, with a 10 year duration to redevelop the beautiful city of Aleppo. Only Syrian nationals will be employed on this project.

Job Purpose
Provide overall leadership and operational management of the contracting business (or a regional/divisional arm of it), responsible for profitability, project delivery, safety performance, and strategic growth.

Key Responsibilities

Strategic & Commercial Leadership

Set and drive the business unit's strategic direction in line with company objectives
Own the P&L — revenue, margins, overheads, and profitability targets
Identify and pursue new business opportunities, tenders, and client relationships
Approve major bids, contracts, and commercial decisions
Report performance to the board/senior leadership

Operations Management

Oversee delivery of all live projects — programme, cost, quality, and safety
Ensure resourcing (labour, plant, materials) is planned and allocated effectively across projects
Resolve escalated project issues (delays, disputes, technical problems)
Drive operational efficiency and continuous improvement across the business

Health, Safety & Compliance

Hold ultimate accountability for HSE performance across all sites
Ensure compliance with CDM regulations, building regulations, and industry standards
Champion a strong safety culture and lead by example on site visits
Ensure quality management systems (ISO 9001) and environmental compliance are maintained

Financial Management

Set and manage budgets across the business/division
Monitor project cost reporting, cash flow, and valuations
Work with commercial/QS teams on contract terms, variations, and final accounts
Manage risk exposure across the project portfolio

People Leadership

Lead senior management team (Contracts Managers, Project Managers, Commercial Managers, QA/QC Managers, etc.)
Recruit, develop, and retain key staff
Set performance objectives and conduct reviews for direct reports
Foster a positive, high-performance culture across the organisation

Client & Stakeholder Relationships

Act as senior point of contact for key clients, consultants, and supply chain partners
Represent the company at industry events, client meetings, and negotiations
Manage relationships with subcontractors, suppliers, and regulatory bodies
Protect and build the company's reputation and brand

Requirements

Degree in Construction Management, Civil Engineering, or related field (or equivalent experience)
Extensive experience in construction (typically 15+ years), including senior leadership roles
Syrian passport holder
Previously held P&L status with a tier 1 construction firm
Delivered high value building & infrastructure projects above the value of $1billion
